Stephens Environmental receives approval for 2 projects in 1 night

Stephens Environmental Consulting, Inc. received unanimous Planning Commission Approval for 2 projects in Monday evening, July 21, 2025. Stephens Environmental President, Bill Stephens, PG presented the two projects to the Town of Perryville Planning Commission Monday. The First Project consists of two separate phases on 16 acres: a 21-lot R-2 single family development named Perry Woods in the northern portion of the property and a 10-Lot townhouse development named Perry Station in the southern portion with a large Forest Conservation Area in between. Both developments have new streets, public sewer and water services. The second project named Osborn Place consists of 23 Lots and adjacent streets, not open, in the historic section of Perryville. These lots and streets were created by a recorded plat in 1897 that was updated in 1921.

Dianna Battaglia, CFM, Director of Planning and Zoning for the Town of Perryville read a brief summary of the staff review with a recommendation for approval of each prior to each of Mr. Stephens’ Presentations. Ms. Battaglia had commented “We are excited to have these infill projects.”

The Planning and Zoning Commissioners voted unanimously to approve both projects.

After the hearing, the one of the clients commented “should we carry you out on our shoulders” and “If I had a bucket of Gatorade, I’d have dumped it on you” ????

Both Clients were exceeding pleased. SECI submitted the Concept Plans to Cecil County for the courtesy Technical Advisory Committee (TAC) review before design proceeds.
